Workforce Pipeline Coordinator

Position Summary

The Winchester Regional Aviation Foundation (WRAF) is seeking a part time Workforce Pipeline Coordinator to support implementation of the Shenandoah Valley Aviation and Logistics Workforce Pipeline Project (Go Virginia Grant 26 GOVA 08E). This regional initiative brings together public school divisions, colleges, universities, employers, workforce organizations, and community partners to strengthen aviation and logistics career pathways throughout the Shenandoah Valley.

The Workforce Pipeline Coordinator will coordinate project activities, support partnerships with education and industry, assist with grant reporting and compliance, and help ensure successful implementation of project objectives.

In addition to supporting the regional workforce initiative, this position will contribute to the continued growth of WRAF by assisting with grant development, fundraising, communications, community engagement, and organizational initiatives that strengthen the Foundation and expand its long term impact.

This position is ideal for an organized, relationship focused professional who enjoys managing projects, building partnerships, and creating opportunities that connect students with meaningful careers in aviation and aerospace.

This is an independent contractor (1099) position. The selected contractor will work collaboratively with WRAF leadership while maintaining responsibility for managing their own work schedule, taxes, and business expenses in accordance with IRS guidelines.

 

Core Responsibilities

Workforce Initiative Coordination

  • Coordinate communication among project partners, including school divisions, colleges, universities, employers, workforce organizations, and government agencies.

  • Schedule partner meetings and maintain meeting notes, action items, and project timelines.

  • Support implementation of workforce development activities across participating organizations.

  • Coordinate logistics for career exploration activities, including airport tours, classroom presentations, career fairs, internships, job shadowing opportunities, and workforce events.

  • Maintain relationships with participating employers and educational partners.

  • Track project activities, milestones, and partner participation.

  • Maintain project records, contact databases, and communication schedules.

Grant Administration and Reporting

  • Coordinate administrative activities supporting the Shenandoah Valley Aviation and Logistics Workforce Pipeline Project (Go Virginia Grant 26 GOVA 08E).

  • Maintain project documentation and tracking systems.

  • Collect and organize participation and outcome data.

  • Assist with quarterly and annual grant reports.

  • Maintain documentation necessary for grant compliance and auditing.

  • Support preparation of reports for project partners and funding agencies.

WRAF Organizational Support

  • Assist with identifying future grant and sponsorship opportunities that align with WRAF's mission.

  • Support preparation of grant applications, reports, and supporting documentation.

  • Assist with fundraising campaigns, sponsorship outreach, and donor communications.

  • Help maintain WRAF communications, including newsletters, website updates, and social media.

  • Support community outreach activities, educational programs, and special events.

  • Assist with organizational projects that strengthen WRAF's long term sustainability and regional partnerships.

 

Key Deliverables

First 90 Days

  • Become familiar with project partners, grant requirements, and implementation timeline.

  • Establish project tracking and reporting systems.

  • Organize partner, employer, and education contact databases.

  • Establish regular communication with participating organizations.

  • Support planning of upcoming workforce activities and meetings.

By Six Months

  • Coordinate regular communication among project partners.

  • Support implementation of workforce development and career exploration activities.

  • Maintain accurate project data and reporting documentation.

  • Assist WRAF in identifying at least three future grant or sponsorship opportunities.

  • Support community outreach and workforce engagement events.

By End of Grant Year

  • Support successful implementation of project milestones identified in Go Virginia Grant 26 GOVA 08E.

  • Maintain complete grant documentation and reporting records.

  • Support employer engagement activities that connect students with internships, job shadowing, and workforce opportunities.

  • Assist with development of future grant proposals and funding opportunities that help sustain the workforce initiative beyond the grant period.

  • Support WRAF fundraising, communications, and community engagement initiatives.

 

Qualifications

Required

  • Excellent organizational and project coordination skills.

  • Strong written and verbal communication skills.

  • Ability to manage multiple priorities and meet deadlines.

  • Ability to work independently while collaborating with diverse partners.

  • Strong attention to detail and follow through.

  • Proficiency with Microsoft Office and Google Workspace.

Preferred

  • Experience in nonprofit administration, workforce development, education, project coordination, or community engagement.

  • Experience with grant administration, grant writing, or fundraising.

  • Experience coordinating meetings, events, volunteers, or partnerships.

  • Interest in aviation, aerospace, education, workforce development, or economic development.

 

Engagement Expectations

  • Approximately 10 hours per week.

  • Flexible schedule established by the contractor, with availability for periodic daytime meetings, partner coordination, and community events.

  • Work may be performed remotely, with occasional in person meetings and events throughout the Shenandoah Valley.

  • Contractor is responsible for providing their own equipment and managing their work independently.

 

Compensation

$30.00 per hour as an independent contractor (1099).

Approximately 10 hours per week (up to 520 hours annually).

Contractor invoices WRAF for approved hours worked.

This engagement is funded through the Shenandoah Valley Aviation and Logistics Workforce Pipeline Project (Go Virginia Grant 26 GOVA 08E) and may be extended or expanded as additional funding becomes available.
